Consultations – Ultra Broadband

Infratel Italia carries out periodically a public consultation in order to update connectivity availability of Ultra-Broadband offered by telecommunications operators in order to identify areas where operators have not so far intervened with their own infrastructure programs or are not interested in doing so within the next three years (areas in a state of “market failure”) and consequently identify the geographical areas that will subsequently be covered by the assistance measures referred to in the “Italian Strategy for Ultra-Broadband” approved with Resolution by the Council of Ministers on 3 March 2015.

The consultation takes place in accordance with point 78 of the “EU Guidelines for the application of State aid rules in relation to the rapid deployment of broadband networks” (2013C-25/01) and is therefore aimed at a clear identification of geographic areas eligible for public intervention, optimizing the use of available resources and minimising potential distortions of competition.

Monitoring of Public Consultation on Black and Grey Areas 2019 – Mapping by street number

On 15 May 2019, following completion of the interaction and clarification phase with the operators, the Monitoring of Consultation on Grey and Black Areas was concluded, i.e. the activity of updating the mapping of the areas of the national territory, already identified in previous Consultations as NGA Grey and Black Areas.

In accordance with the nomenclature used by the European Union-DG Competition, the coverage was classified according to the combinations of speed/technologies/architectures in two categories:

  • NGA: “Next Generation Access” networks
    Speed greater than 30Mbit/s download
  • NGA-VHCN: Very high capacity networks
Speed significantly greater than 100 Mbit/s download, “upgradeable” to 1Gbit/s

Networks largely based on “FTTdP-fiber to distribution point” architectures or with similar performance
