Concession Intervention
In order to implement the Strategy for Ultra-Broadband, adopted by the Government, Infratel – as the implementing entity on behalf of the Ministry of Economic Development – launched a public tender procedure with the publication (subject to the approval of the European Commission) of the first three calls for tenders for the construction and subsequent operation under concession of a public ultra-broadband network.
In particular, the following tenders have been launched:
- Tender No. 1 for Abruzzo, Molise, Lombardy, Emilia-Romagna, Tuscany and Veneto regions.
- Tender No. 2 for Piedmont, Aosta Valley, Liguria, Friuli-Venezia Giulia, Autonomous Province of Trento, Marche, Umbria, Lazio, Campania, Basilicata and Sicily regions.
- Tender No. 3 for the Calabria, Puglia and Sardinia regions.
The three tenders, whose public tender procedures are awarded in accordance with the Italian Public Contract Code, were awarded to Open Fiber S.p.A. (hereinafter “Open Fiber”), the first two in June and November 2017 and the third in April 2019.
The Concessionaire will be responsible for the design, construction and management of the passive infrastructure, which will be made available, in wholesale mode and at prices defined by the Italian Communications Authority, to TLC operators, who will provide the final services to citizens, businesses and the public administration.
This report describes the progress of the Strategic Plan for Ultra-Broadband (starting with the tender procedures) and its five main operational phases: final design, executive design, execution of the works, testing and start-up of the services.
